Marc Bonnici bb3ae48d25 exception: Update "TargetNotRespondingError" syntax. 
Update the syntax of the TargetNotRespondingError to conform with the
other exceptions of expecting a full message to be displayed rather than just
a target name.

devlib
======

``devlib`` exposes an interface for interacting with and collecting
measurements from a variety of devices (such as mobile phones, tablets and
development boards) running a Linux-based operating system.


Installation
------------

::

        sudo -H pip install devlib
