Sergei Trofimov 44c2f18f76 Adding "create agenda" sub-command ...

It is now possible to generate agendas for a set of extensions with

  wa create agenda ext1 ext2 ext3 -o output.yaml

Confiuration will include all parameters for those extensions with
default values.
