0b558e408c Upgrade Gradle to 7.2 and Android Gradle plugin to 4.2. 
The older versions of the plugin caused problems building with newer
NDK versions due to a lack of MIPS support.

This also required upgrading to a version of Gradle that knows about
the Google Maven repository.

c2725ffaa2 fw/uiauto: Update to handle additional permissions screen 
On the latest version of android (currently Q) for applications that
are designed to run on older versions of android, an additional
screen asking to confirm the required permissions can popup.
Enable confirming of the granted permissions.

0efd20cf59 uiauto: Update all applications to target SDK version 28 
On devices running android 9 with google play services, PlayProtect
blocks the installation of our automation apks due to targeting a lower
SDK version. Update all apk builds to target SDK version 28 (Android 9)
however do not change the minimum version to maintain backwards
compatibility.

87ac9c6ab3 workloads/androbench: Fix extracting benchmark results 
On some devices the entire results page fits on one screen and does not
present a scrollable element, therefore only attempt to scroll if
available.

dead312ff7 workloads/uiauto: Update workloads to dismiss android version warning 
Update workloads that use uiautomator and can display a warning about
using an old version of the app to dismiss the popup if present.

75c0e40bb0 workloads/androbench: Fix extracting results with small resolutions 
Previously the workload assumed that all the scores were visible on a
single screen however for devices with smaller displays the results need
to scrolled.
