775b24f7a3 docs: fix RTD build 
- Bump python version used when building documentation.
- `setuptools` is a deprecated installation method on RTD so switch to `pip`.
- Add additional dependency on devlib master branch as RTD env is not
  respecting dependency_links during installation.
- Bump copyright year.

Bump the python version used to build the documentation
to prevent installation errors in the build environment.

7a332dfd5b docs: Update readthedocs package versions 
The latest sphinx and docutils versions currently used on readthedocs
are no longer compatible. Explicitly list the package versions that
should be used when building the documentation.

73b0b0d709 readthedocs: Add ReadtheDocs configuration 
Provide configuration file for building the documentation. We need to
specify to use python3 explicitly.
